What the Evaluation System is.

The Evaluation & Impact Reporting System is your institution’s evaluation apparatus operating at the system level. It includes performance indicator frameworks, data collection protocols, monitoring processes, evaluation plans per funded grant, and a deliberate feedback loop that routes evaluation findings back into the Institutional Narrative Library and Proposal Development as evidence of institutional capacity and impact.

The system supports two delivery modes: full-service evaluation, where WRD’s evaluators do the work directly under grant evaluation budgets, and capacity-building / coaching, where the institution leads evaluation internally with WRD support on planning, design, and analysis.

Why the Evaluation System exists.

Most evaluation in higher education is bolted onto individual grants — designed when the proposal is written, executed during the grant, and abandoned when the grant ends. The institutional learning evaporates with the grant. Indicator frameworks, data collection routines, and analysis methods that took two or three years to mature get retired as soon as the funded period closes.

A system-level evaluation capability produces consistent evidence over time, satisfies funder requirements, and — critically — transforms each completed grant into material that strengthens future proposals. The institution ends up with evaluation infrastructure that compounds rather than evaporates.

The Evaluation & Impact Reporting System is component 5 of 6 — the evaluate phase of the grant funding lifecycle. It draws performance frameworks from Resource Development Plans, routes findings into the Institutional Narrative Library and Proposal Development as evidence of institutional capacity for future proposals, and works alongside the Compliance Infrastructure to produce the funder-facing reporting active awards require.
